Speach bubble icon has pointer style, but no click event

If you hover over the speach bubble icon, the mouse cursor turns into a pointer, which typically indicates a click is possible. In this case, there is no action when you click the icon, you have to click the text.

Can this be closed? Or does it need to be changed? I don't see the chat with a librarian showing up on the prod server?
