[Bug]: Can't edit xfce4 panel preferences

Problem description

So after the new xfce4 update there has been many bugs and glitches when using it. One these problems are that you can't edit panel preferences in the xfce4 desktop. Like when you try to click on the panel preferences the panels disappear for some seconds and reappear and you can't change it. It's like it gets restarted or gets into some error which causes this.

Steps to reproduce the behavior.

To reproduce it :
pkg update -y && pkg upgrade -y
pkg install tigervnc -y
pkg install xfce4 xfce4-terminal xfce4-whiskermenu-plugin -y
vncserver -xstartup startxfce4

Then connect to an vnc viewer client
And double click on the panel then panel then click on panel preferences
And boom it's gone and reappears like it got reset and you can't edit it

What is the expected behavior?

It should just allow me to edit the panel not restart

I have tried many kind of changes in panel and can not reproduce the issue.
