Describe the bug
Podcasting namespace GitHub document claims that podcast:license is for both the channel and item levels. The Podcasting 2.0 website claims that the tag is only for the item level.

The GitHub document says that podcast:license appears at either level. The public website states that the tag can only appear within an item, and not at the channel level.

The PowerPress generator (version 11.10.8) merges podcast:license and copyright and uses the same information for both, which I know to be incorrect behavior, but I do not know how the correct behavior would look.

I would think that the podcast:license tag is for marking CC-BY-NC-ND-3.0 or CC0-1.0 (the what) and the copyright tag is for marking who holds the copyright (the who). Then I saw that podcast:license should never appear at the channel level . . . or should it?
