same problem , looks like it's not listed on the maven server !!! also there's so confusion which version to use !!

Fetch 3.3.0 has been released. See Release Notes

if you need to get the older versions you should change the route
implementation 'com.github.tonyofrancis.Fetch:xfetch2:3.1.6'
implementation 'com.github.tonyofrancis.Fetch:xfetch2okhttp:3.1.6'

use these and make sure the jitpack is added into build.gradle
