Feature: Create a Popup Component

Create a Popup.tsx component that will take in description (TBD, when testing just pass in something random or hardcode). Need a closing button (don't worry the actual functionality yet).

The popup will appear as a circular overlay with a background specific to each cookie. The popup opens when a cookie is clicked and dims the rest of the page to focus attention on the popup content
