fixes #49 adding a docker server

  • get built
  • get R scripts installed
  • get server up and running
  • connect to postgrsql database
  • get up and running locally
  • confirm we can do an analysis
  • add scripts to image
  • upload scripts
  • register with docker hub and quay.io
  • add docker badge to readme
  • add GH action as well
