Make search filters for lots that zoom to the extent of all sections of a lot, and filters out all other sections.

We were thinking that there are two ways that a person could get to this, and that we should implement both:

Searching for a lot filter, clicking on it will zoom to the extent and filter out all other sections.
A lot list under the layers window, clicking on a lot will also activate the lot filter to filter out all other sections and zoom to the extent.

If we want the filter to zoom to the extent, we need to add new functionality to a search filter to tell it to zoom to the filtered geometry.
