Modern versions of Telegram Messenger are not compatible with Windows XP and Windows Vista, and Telegram v1.8.15 - the final version for Windows XP/Vista, released in 2019 - does not support 64-bit identifiers.

win32ss, I suggest you create a legacy fork of modern Windows versions of Telegram Messenger, compatible with 32-bit versions of Windows 2000/XP/2003/Vista (both with and without service packs) and with 64-bit versions of Windows, starting with Windows XP Professional x64 Edition SP1 (released April 25, 2005), and using the wrapper libraries available in the Supermium browser. This fork can be called "Supergram" (by analogy with the Supermium and Superfox browsers).
