'Listen to this page' option, available as a toolbar shortcut, not appearing in the toolbar

Description:
'Listen to this page' option, available as a toolbar shortcut, not appearing in the toolbar. All the options available as toolbar shortcut coming in toolbar but "Listen to this page" is not coming in toolbar.

Steps to Reproduce:
1.Open the browser homepage.
2.Click on the three dots at the bottom right.
3.Go to Settings.
4.Inside Settings, navigate to Toolbar Shortcut.
5.Change the shortcut to 'Listen to this page'.

Expected Result:
'Listen to this page' should come in toolbar.

Actual Result:
'Listen to this page' not coming in toolbar.
