Given htaccess is not writable, When enable display next-gen option => then the notice for permission is duplicated
To Reproduce
Steps to reproduce the behavior:
install and activate 2.2.1
change htaccess permissions to 444
enable Display next-gen option
notice text is duplicated
Expected behavior
notice text is not duplicated
no warning when disabling the display next-gen option in this case
