Describe the bug
Given htaccess is not writable, When enable display next-gen option => then the notice for permission is duplicated

To Reproduce
Steps to reproduce the behavior:

  1. install and activate 2.2.1
  2. change htaccess permissions to 444
  3. enable Display next-gen option
  4. notice text is duplicated

Expected behavior

  • notice text is not duplicated
  • no warning when disabling the display next-gen option in this case

  • When disabling the display Next-gen option in this case, we will have this warning
