Add Notification Feature for API/Application Owners to Manage Throttling Policies #3421

Problem

API/Application owners currently lack timely notifications regarding usage limits, leading to scenarios where throttling policies are exceeded. This results in production errors such as Throttling/Application quota exceeded. Proactively addressing this issue would allow users to manage throttling policies in alignment with business needs, avoiding unexpected interruptions.

Proposed Solution

Introduce a notification mechanism within the governance framework to alert API/Application owners when their usage approaches the defined quota limits. These notifications can be sent via email, SMS, or a dashboard alert. This feature would allow owners to adjust their application/API throttling policies (Shared Quota) as per business requirements, ensuring uninterrupted service. Additionally, provide customizable notification thresholds to allow flexibility in setting alert limits.
