Three comments:
1) I recall that UNC-Chapel Hill’s Center for Environmental Modeling for Policy Development became a partner to EPA’s modeling efforts with (chemist?) Harvey Jacobs(?) involvement. Uma Shankar did her PhD there. Looking at the center’s current people, I see Sarav Arunachalam, formerly of the EPA, there now. https://ie.unc.edu/people/arunachalam/. Sarav’s listing shows CMAS Center among his affiliations.
2) I’m trying to see how to respond to your posts via GitHub but so far it doesn’t like me connecting from Tucson. I’ll try some more.
3) Also, I’m wondering why I don’t see Amin responding to any of your posts.

SMOKE using EPA's EMP
I stumbled upon this link yesterday that describes how SMOKE can be used with EPA's Emissions Modeling Platforms (EMPs). This may be useful for the future when new EMPs are released.
