Locate also npm build scripts & fallback strategy if there is no b.bat found

Sometimes we have mixed projects also using npm or we just don't have an b.bat file.

I am thinking (similar to the r-tool) that we add an .b.json file to control what will get be launched. might be helpful for adding custom aliases in the future as well.

(I am also thinking of integrating with other c# build libraries to provide a selection of build scripts using Spectre.Cli)
