Could we please have alliance and open borders as 2 different concepts? Meaning that an alliance would not automatically lead to having open borders with the ally; if you want to have open borders with them, make a separate open-borders pact.
Why:
First, it's not what you see in real world. Alliance does not mean that an ally can arbitrarily move any troops through your territory.
Second, it's bad from gameplay perspective because open borders is the most detestable feature of the game. I have not seen a single thread on the internet where one would say that he would want to have open borders with AI except for the purposes of a sudden attack, and this reason is void in Civ V (which is a good thing).

Not sure what you mean here - what kind of alliance? Declaration of Friendship and Defensive Pact both do not include open borders. If you mean city-state alliances, city-states aren't players
