Problem Description

In the city screen you can lock a worked tile to keep the city always working it. However, you cannot lock you non-worked tile to prevent the city from ever working it. Could we have the latter please?

Why you would want it: there are a lot of tiles that re so poor, even after improvements, that you would rather city pushed a population unit into a specialist slot. You could do it manually, but you would have to keep an eye out for every time a population grows and manually reassign the city from starting to work this tile. It would make micromanagement mush more... manageable :) if you could lock non-worked tiles to prevent them from ever being worked.

Clicking a non-worked tile in the city screen gives you the same option to lock it as when you click on a worked tile.
