Occasionally when using the file manager it gets into a bad state where download always fails.  Unfortunately I don't have more details than this although the behavior has been independently verified by several members of the team.  I will attempt to figure out a reproduction case and I will update this item.

When this happens, are there any error messages in your JavaScript console?
