Currently, the Halfar-EBM-Water docs page uses a simple double-nested for loop for nearest-neighbor interpolation. This PR reduces the time to set up initial conditions by using a KDTree for pre-processing. Euclidean distances are still used, which is fine, due to the resolution of the data.
