I changed AppointmentServiceUnavailabilityConflictTest.java to let the unit test work if locale is not US. |

@angshu would you or @binduak be able to review this PR? @icrc-fdeniger has shared that the ICRC needs this merged ASAP in order to fix an issue they're facing in production. |
