Identify all obsolete Cypress test cases within the development Onemac environment

Remove all obsolete tests.

* removed unused steps from lines 43-1075

* removed functions that are no longer used from page definitions after removing steps
* commented out unused tests

* deleted commented out sections

* removed commented out tests, steps, and functions

Updates are all in the test directory, no effect on the application.

Workflow ran - erroring tests are to be handled in later work
