Generate banlists and violation records

This release was our first attempt at a discord bot to interface with the fagc api.
This version of the api is no longer in use although the code may still be useful if the end points are corrected.

This bot works across multiple discord guilds. There are commands for generating ban lists and violation records based on the guilds configured rules and trusted communities. These commands can only be accessed by those assigned the moderator role. All other commands (such as adding rules and trusted communities) require the manage guild permission.

Although violations and revocations could be implimented they were not pursued after realising the api could not provide alerts for violations from other communities. There exists skeleton code for listing violations and revocations but no code was writen to make and revoke violations.
