Adds a claimer service to kvtool.
It can be setup with:
kvtool t gen-config kava deputy binance claimer --kava.configTemplate masterThen
curl -X POST 'http://localhost:5000/claim?target-chain=kava&swap-id=<swap id>&random-number=<rnd num>will submit a claim
