Bump underscore and web3-utils

Removes [underscore](https://github.com/jashkenas/underscore). It's no longer used after updating ancestor dependency [web3-utils](https://github.com/ethereum/web3.js). These dependencies need to be updated together.


Removes `underscore`

Updates `web3-utils` from 1.2.2 to 1.8.0
