General code maintenance

Summary

This PR targets any unused files, and any old configs that are not being currently used. Because of this, there are a lot of "old" stuff that is removed.

This shouldn't break much as recently we switched over to BiomeJS. Please just use that instead of ESLint and Prettier combined.
