Another piece of #741
All the plugin code for doing custom CSS has gotten quite messy and non-obvious, so I'm gradually pulling it into a new plugin called
tint_colors.rb. I'm trying to document this a bit better and reduce the amount of "magic" behaviour, so it's easier to maintain and reason about in future.After this I need to work on the header images, favicons, and other coloured assets.
