在排查 ant-design/ant-design#51867 问题时发现， pro 没有配置 layer 选项
虽然 pro 修改了 prefix 可以很大程度上避免样式权重比 antd 小的情况。
结合前面的 issue 来看，也有开发者会需要 layer。 所以先把 PR 开在这里，评审一下是否需要吧～
