This PR switches the licensing of the Aptos LC to BSL1.1 with:
Along with the License changes, it adds a workflow that should trigger on April 23rd, 2025. This workflow changes the all the SPDX headers and the LICENSE file to Apache2.0, deletes the workflow file and open a PR for a release.
@huitseeker The only thing I'm not sure of is if we should apply a patch on all of our releases to set them at the proper license 🤔
