Upgrade payload for 3.3:
The payload for the upgrade does the following:
PoolConfiguratorimplementation.Poolimplementation.PoolDataProviderto thePoolAddressesProvider.One thing a bit debatable is if the configurator should be upgraded or not.
In this proposal i opted to do it, just to be consistent with origin-main being the same as production.
That said, strictly speaking is not really needed as the only changes are optimizations on getters.
