Release: v4.0.0 beta.3
Branch for the future beta 3 of the v4.
As usual with beta v4 releases, its changelog does not repeat the changes it inherits from the v3 branch it is based on (here on the upcoming v3.32.0 [#1296]) nor from previous beta releases.
