ISD-2800 ISD-2808 build opa from source and downgrade node version to v20 when building mas-assets

mas-assets was not being built correctly, here we are downgrading the node version to v20 to match what's being used in MAS upstream: https://github.com/element-hq/matrix-authentication-service/blob/55c9b60d8f7179712fba2bf360ae547c6ced49c2/.github/workflows/build.yaml#L66

This PR also build the OPA binary from source.
