Enables sending password resets from the User Administration screen:

• API is in place for this, but no action is exposed in the UI

After

• search kit task is added
• task is enabled at row level on the User listing

I've targeted this at 5.81 because I have an inkling this may be an important piece of missing functionality when setting up new sites (and adding new users).

However happy to redirect at master if preferred.
