* Handle both environment variables and config.yaml by viper * Provide pkg-level config, such as config.Beetle.xxx, config.Tumblebug.xxx
* Manage Beetle metadata internally
* Update to be preparing and running Beetle server * Update Dockerfile and docker-compose.yaml * Copy cloud_conf.yaml, which is required to run the Tumblebug container
