Fix path of patch_ssm() for pytest fixutre (#772)

- Fix path to parameter utils for local pytest
- Originally local `make coverage` erroring out of `patch_ssm()` due to
non-existing attribute
`dataall.base.utils.parameter.Parameter.get_parameter`
