Update dependencies of dev packages #1451

The dependencies of the dev packages are pretty dated at this point.
Unfortunately upgrading is not straight forward as a lot of those packages have either moved to pure esm modules or a mixed approach in the meantime.
A litle bit of effort is required to find a new set of versions that work for our usecase.
