Reverts #1450
Some of the new versions pull in esm dependencies which breaks the build of downstream projects (e.g glsp-client).
I have created a follow-up for this: #1451
We should tackle the version updates after the 2.3. release.
The dev packages are only used as dev-dependencies anyways so having up-to-date versions is not as criticals as for runtime dependencies.
