This PR is not intended to be merged. It demonstrates how the project can be extended with a CLI and a REST API, compatible with https://github.com/MobilityData/gbfs-validator

It's not feature complete:

the rest API response is not identical to what the frontend expects (but pretty close, and fixable with minor work)
The rest api endpoint doesn't have the extra options yet (only url)
The CLI only has the url option and only prints the summary
Generally, not a whole lot of error handling, this is just a quick demo
