feat: Add bib-generator

Thank you for fixing the version number in _manifest.yml, @Xeophon.

Straightforward package using two benign-looking Python scripts. No apparently malicious code.

I'll check more thoroughly in a week's time when I have access to a computer, before we merge, unless someone beats me to it.
