Added github actions support for jdwp project (#68)

* Added github actions support for jdwp project

* Added dependenices for project and commented out other github actions commands.

* Fixed error with wrong python host.

* Chnaged path to buck2 and pyre projects

* Added submodule setup code

* Add step to check current path

* Moved to parent directory after checkout step

* Add eval code to every step

* Removed commented out code

* Created file for bpftools workflow

* Removed jdwp reference
