This PR does the following:

Adds Tenderly network to hardhat.config.ts and hardhat task.
Adds an example in test-provider.ts that queries the Flare Network.
NPM install of @tenderly/hardhat-integration.
Adds .env variables for Tenderly.

Notes:

To run the example hardhat task, run: npx hardhat test-provider --network tenderly
