Add language mode shim to SwiftPM (grpc#1995)

Motivation:

Nightly toolchains now use 'swiftLanguageMode' instead of
'swiftLanguageVersion'.

Modifications:

- Add a temporary shim until there's an Xcode with 'swiftLanguageMode'

Result:

CI builds
