Description of Change
As requested, this PR is a copy of the current adapter located at https://github.com/indexexchange/open-x-adapter into the mono-repo.
I have also made a PR to the old repo with the exact changes to make understanding the changes easier -> indexexchange/open-x-adapter#6
Features included:
CCPA/USP support. This PR also changes all ad request calls to HTTPS to prepare for SameSite changes.
