This is a breaking change, designed to work around a problem I found: scala-native/scala-native#3231 (comment)
All C definitions will be rendered in same package, at top level.
I wonder if this will have any effect on reachability, as we no longer have 1 big ass object (
extern_functions) holding potentially the entire C API of a library..
