This PR upgrades the runtime debian version to
bookwormand also bumps several other rust dependencies.Furthermore, the Cargo.lock file was added again to the project. I removed the lockfile in the past on purpose and pointed to the following documentation ( https://doc.rust-lang.org/cargo/guide/cargo-toml-vs-cargo-lock.html ), but I'm not convinced any more due to:
