Policy Reporter sends Notifications for already existing Violations

Kyverno recreate each PolicyReport once an hour. This mechanism has currently an issue which creates sometimes incomplete Reports. This leads to duplicated Notifications. I reported this issue to Kyverno, so it will be fixed hopefully in the near future.
