This adds the other screens team members as SCU users so they can log in as well. Adds all users to the
dockergroup.Also changes the docker installation steps to use a more standard pattern for adding the apt repo. I saw an intermittent failure on this step, where the package wasn't found, and it seemed like a timing issue around updating apt after adding the repo. Using the
apt_repositorybuiltin should behave better and handle the update automatically.
