This pull request updates the severely outdated code to use the more modern Misskey v13 codebase.

This is taking a little longer than expected. Some personal stuff came up and is delaying my development efforts.

Dolphin v2.0.x will be based on Misskey v13.13.x. I'm not pushing my incomplete code right now because I want to push it all at once.

Making huge progress! It now boots, but the frontend and backend still need a lot of stuff added.

I won't be able to work on it for a while again, as my development machine no longer has a working power supply. Protip: treat them with care...

Work is back on track. I added the configuration files just to get them out there. The code is still able to boot.
