Apart from the last two commits this only ports things that have been in
livefor 6+ months.opam-devwhen possible greatly improves performence in the cluster (see Trying to understand the bottleneck that some workers experience ocluster#114 and IO bottleneck: repository decompression ocaml/opam#4586)
