Add an initial smalltalk-style "browser" for MOO code editing

3-pane browser. Currently supports viewing code, with syntax
hilighting, and browsing of objects rooted off #0. Uses 'Monaco'
editor (from VSCode), but compile button doesn't work yet. Lots of
rough edges, but basic concept in place.
