The current offline mode implementation does not track URLs, known file hashes, and, more importantly, available targets, resulting in offline mode being completely unusable because no mod version is found to be available on any target.
This PR caches the complete version information when it is fetched during online mode and stores it in an SQLite database to be used by the local provider.
