Adds support for scheduling FSx Windows File System throughput capacity. Throughput capacity is by itself not an auto-scalable feature of FSx, but at a rate of $4.50 per MBps/month quite expensive nonetheless. This addition allows you to scale FSx down to the its lowest possible throughput capacity. Limitations are mentioned in the README.
