Chat with a librarian is confusing when disabled

Prerequisites:

1. Go to Searchworks
2. Log in
3. Click the feedback link in the top right
4. The "chat with a librarian" link appears

The "chat with a librarian" link shows up as a link that can't be clicked. If you use a mouse you can see the cursor switched to the disabled symbol, but if you use the keyboard or a touch device

Ideally this would just turn into text that says "Chat is unavailable right now."

@dbranchini This needs a design before I can continue. We should be able to update chat to include hours.
